All nobles in the Empire will be required to adhere to this standard. If new recruits do not meet the criteria set by the Istarin Standard, they cannot be legally enlisted or trained as soldiers. Every month, special officers selected from the Imperial troops visit each noble's territories and confirm with their own eyes whether the new recruits meet the criteria set by the Istarin Empire. Only then the nobles will be allowed to enlist legally."

Spencer paused, letting his words sink in before adding, "Implementing these changes will ensure that all our troops, regardless of their origin, are well-trained and capable of defending our Empire effectively." Aditya nodded his head. "Now, let's discuss the New Special Training system," Spencer continued. "I propose building ten Special Training Camps just outside Azure City. Each camp will be able to accommodate 50,000 troops at a time."

Aditya listened intently as Spencer elaborated, "Since we can't send all the noble's troops to these camps at once, I suggest sending about 10 to 20% of their soldiers to the camps. The troops will rotate through the training. For example, the year will be divided into training seasons. Each year, there will be three Special Training Seasons. Once a soldier has completed one season at a Special Training Camp, they won't need to attend again until all the other troops in that noble's territory have had their turn. After that, the cycle will repeat." This meant that in a year, a total of 1.5 million troops will be trained in the special training Camps. Spencer paused for a moment to ensure Aditya was following before continuing, "This system ensures that every soldier gets the chance to benefit from the advanced training without overwhelming the camps or leaving any territory unprotected."
