He know this act might be unnecessary as he believe the Sekirei army down there could defend this city on their own (based on the original). However, Kaito just feels bad because all of this happened partially because of him. After all, Kouten won't appear in advance if not because of their interference.
Besides that, he is also concerned with Itachi who definitely tried to protect the city, knowing his character. Kaito knows that while Itachi is stronger than him, he also has severe illnesses that required him to use medicine pills just to extend his life. He doesn't want Itachi's illness to become worse because of this, thus this is the primary reason for Kaito's decision to finally use the character summon.
