Since Kusagakure can’t exactly attack Konoha, the best they can do is seek Iwagakure to wage war on Konoha. But Iwagakure has the fence sitter as it’s kage. There is no way he would move to help a small nation that is currently allied with Konoha.

Unless there is something in it for him, he’ll just ignore it. It’s not the time for the fourth ninja war yet. Additionally, Tsunade had deployed Jiraiya to the border. He is given the autonomy to wander the border towns of Konoha.

Tsunade knew Jiraiya very well. She knew that there was no way Konoha could stop Jiraiya from roaming the world. So she compromised. Jiraiya would patrol the border of the fire nation and act when necessary. In return, he doesn’t need to be stationed in Konoha or the battlefield.

This also provides Konoha with flexibility. In case of any emergency, Jiraiya can be transferred to any camp required. Since his position isn’t fixed, the enemy can’t determine if Jiraiya will be at any camp at any given time. But the disadvantage is that if the enemy attacked on multiple fronts, Jiraiya alone wouldn’t be enough.

But Konoha can’t deploy all its jonin on the border. Right now the lack of kage level ninja is really troublesome. But it was the same in the original story. It’s just that Kushina replaced Danzo.
